Melissa Merrell Morris is an experienced financial professional currently serving as the Financial Planning and Analysis Manager at the Port of Portland since December 2018. Previously, Melissa held the role of Principal Financial Analyst at both the City of Portland and the Congressional Budget Office, where work spanned from 2003 to 2018. An academic contributor, Melissa also served as an Adjunct Professor at George Washington University from September 2010 to February 2023. Additionally, Melissa demonstrated leadership as Past-President of the American Association for Budget and Program Analysis in 2007 and 2008.
