Joel Levin is the Executive Director at Plug In America, a non-profit organization that promotes electric vehicles. Prior to joining Plug In America, Joel served as Vice President for Business Development at Climate Action Reserve from May 2003 to February 2015.
Joel is recognized as a leading expert on the California carbon market and California climate policy, with active involvement in their development from inception to the present. Joel oversaw the development of the Climate Action Reserve and outreach to the business community. The Reserve is widely viewed as the premier vehicle to register greenhouse gas reduction projects in the United States.
Joel recruited major companies and government agencies to participate in the California Registry and the Climate Registry, using web-based software to track and manage greenhouse gas emissions. Joel increased membership of the California Registry from 23 to over 330, including 40 Fortune 500 companies or subsidiaries.
Joel built strong relationships with California companies and trade associations subject to regulation under AB 32, including electricity, oil/gas, waste, cement, manufacturing and other energy-intensive industries. Joel was recognized as a prominent voice on climate policy in California. Joel's audiences included business leaders, the environmental community, policy-makers and the general public. Joel was skilled at presenting complex technical topics to general audiences.
Joel worked with the governor’s office, state legislature, California Environmental Protection Agency, California Public Utilities Commission, California Air Resources Board and other agencies to develop state policy on climate change. Joel was a participant in the following state committees:

• Climate Action Team, Local Government Subcommittee
Joel Levin has a Master of Business Administration (M.B.A.) from the University of California, Berkeley, Haas School of Business, a Master's Degree in Russian Studies and International Economics from The Johns Hopkins University - Paul H. Nitze School of Advanced International Studies (SAIS), and a Bachelor's Degree in Political Economy of Industrial Societies from the University of California, Berkeley.
