Earl Lynch is an experienced professional with a robust background in IT management and compliance, currently serving as Director of Client Services at PJM Interconnection since November 2004. In this role, Earl oversees the IT Quality Assurance staff and the Enterprise Change Management team, ensuring effective testing and management of changes in production systems. Previously, Earl managed the PMO for the PJM Advanced Control Center Program, focusing on project and program methodologies. Prior to PJM, Earl worked as a Tactics Instructor at the Submarine Training Facility in Norfolk, specializing in Tomahawk Land Attack Missile courses, and served as a Submarine Officer in the US Navy. Earl holds an MBA in Business from Old Dominion University and a BSEE in Electrical Engineering from the University of Pittsburgh, along with Naval Science education from Carnegie Mellon University.
