David Parker is an accomplished executive with extensive experience in risk management and compliance across various sectors. Currently serving as the Executive Director of Enterprise Risk Management, Ethics and Compliance at Pima Community College, David has led the development of effective risk management strategies for the multi-campus district since January 2021. Prior to this role, David held significant positions including Risk Management Analyst at Central Arizona Project, Director of Risk and Emergency Management at Angelo State University, and Public/Education Sector Practice Leader at Midwest Employers Casualty Company. David's experience also includes serving as Commissioner for the Industrial Commission of Arizona and managing risk for the Pima County Sheriff’s Department, where comprehensive strategic risk management programs were developed. David began as Risk Manager at the Arizona Department of Transportation, establishing the department's first risk management program. David holds a Certified Public Manager degree from Arizona State University and additional education from FEMA Emergency Management Institute and Harvard Kennedy School.
