Mr. Itzkoff joined Patriot in December 2020 as Chief Policy Officer to lead Patriot’s strategic policy engagement.
Itzkoff previously headed global government affairs for Wabtec Corporation and led U.S. government affairs for GE Transportation. His public service includes more than five years as deputy administrator of the Federal Railroad Administration, U.S. Department of Transportation. Itzkoff also served as a senior counsel to the U.S. Senate Committee on Commerce, Science, and Transportation. He has been a partner based in Washington, DC with leading transportation practices in national law firms.
A recognized expert at the intersection of transportation policy and infrastructure investment, Itzkoff has managed the creation and execution of numerous innovative rail public-private partnerships. At FRA, he directed the first implementation of the Railroad Rehabilitation & Improvement Financing (“RRIF”) program and pioneering PPP projects including the Alameda Corridor. In the private sector Itzkoff has led legislative and regulatory initiatives with all levels of government, successfully advocating for government contract and grant awards and advancing policy outcomes enabling achievement of business commercial objectives.
Itzkoff holds a JD from the University of Michigan Law School and an AB magna cum laude from Brown University. He is a contributing editor for Railway Age, and a long-time member of the board of directors of the Center for Hearing and Communication in New York City.
