Tim Holmes

International Operations Director at Oxfam

Tim Holmes has a wealth of experience in the humanitarian sector, with a strong focus on international operations, program management, and regional leadership. Tim started their career in 1994 as a Researcher and Programme Administrator at VSO. From there, they worked as a Researcher at a consulting firm before joining the Aga Khan Foundation UK as a Programme and Policy Officer. In 2003, Tim moved to Aga Khan Foundation Afghanistan, where they served as Deputy Regional Programme Manager and then as Regional Programme Manager. Tim then joined Tearfund as Deputy Country Director and later became the Country Director for North Sudan. Since 2010, Tim has been with Oxfam, where they have transitioned through various roles including Country Director for Occupied Palestinian Territory and Israel, Partnership Development Manager, Regional Programme Manager for the Middle East, and Regional Director for the Middle East and Commonwealth of Independent States (MECIS). Currently, they hold the position of International Operations Director at Oxfam. Throughout their career, Tim has continually demonstrated their expertise in strategic program development, portfolio oversight, and effective leadership.

Tim Holmes completed their BA Honours in Geography at Durham University from 1992 to 1996. Tim then pursued an MPhil in Development Studies at the Institute of Development Studies, University of Sussex, from 1997 to 2003. In 2009, Tim attended Hult Ashridge for a program focused on Performance through People. Tim participated in Oxfam's Leadership Development Programme from 2012 to 2013, which consisted of a year-long internal course with three residential modules in Oxford, UK. In 2017, Tim completed the Advanced Leadership and Management Programme at Saïd Business School, University of Oxford. Recently, from 2022 to 2023, they pursued the Leader as Coach program at Henley Business School.
