Rosario is a political scientist and open government activist. For the past 13 years, she has worked on democracy strengthening and development, particularly focusing on the open government agenda. Since 2017, she has provided guidance and assistance to civil society organizations and governments across South America, supporting the development and implementation of open government reforms. Since 2022, she oversees the development and regular updates of guidance on parliamentary engagement in OGP and provides support to governments, parliaments, and civil society in engaging parliaments in the OGP process to advance open government reforms.
Prior to joining OGP, Rosario worked for the Buenos Aires City Government, promoting openness and transparency through different projects and initiatives. Previously, she worked for civil society as Political Institutions and Government Director at Poder Ciudadano, the Argentine Chapter of Transparency International. She has taught various courses such as Electoral Behaviour or Political Analysis, and currently leads Theory of State lessons at Universidad de San Isidro. She holds a master’s degree in Electoral Analysis, Law, and Management. She is currently based in Buenos Aires, Argentina.
