Mike Barker is the current COO & Strategic Director of Commissioning at Oldham Metropolitan Borough Council. Prior to this, they served as the Director of Communications & Marketing at the Royal Liverpool and Broadgreen University Hospital NHS Trust from May 2006 to April 2008. Mike also held the position of Associate Director Communications & Corporate Affairs at Merseyside & Cheshire Regional Ambulance Service (MRAS) NHS Trust from July 2002 to August 2006. Barker began their career at Harrison Cowley in January 2000, where they served as an Account Director until December 2002.

Mike Barker has a Master's degree in Healthcare Leadership from the University of Birmingham, a postgraduate Higher Diploma in Public Relations Strategy & Planning from the Chartered Institute of Public Relations, and a BA Dual Hons in Sociology & Media Studies from the University of Leeds. Mike also has a background in leadership from NHS Top Leaders and the King's Fund.

Mike Barker reports to Harry Catherall, Chief Executive. They work with Mark Warren - Managing Director, Community Services & Adult Social Care (DASS), Helen Lockwood - Deputy Chief Executive, and Rebekah Sutcliffe - Strategic Director, Communities & Reform.
