Paul Hickey has a diverse work experience spanning several prestigious organizations. Paul is currently the Managing Director (RAPID) at Ofwat since January 2020. Prior to that, they worked at the Environment Agency for ten years, starting in 2010. During their time there, they held the position of Deputy Director - Water Resources from January 2017 to January 2020. In this role, they were responsible for overseeing water resources for England, including monitoring water quantity, managing strategic water resource assets, and planning for long-term water resource management. Before that, they were the Deputy Director - Water Quality, Groundwater and Land Contamination from 2010 to 2017. Earlier in their career, they worked at Anglian Water Services for seventeen years, serving as the Planning and Equivalence Manager from 2007 to 2009 and the Environmental Standards Manager from 1992 to 2007.

Paul Hickey received their Bachelor's Degree in Biology from UCL from 1987 to 1990. Paul later pursued an MSc in Marine Resource Management from Heriot-Watt University from 1991 to 1992.
