David Black has a diverse work experience in the field of economics and regulation. David is currently serving as the Chief Executive of Ofwat since April 2021. Prior to this, they held the position of Chief Regulation Officer and Senior Director at Ofwat. David also worked as the Acting Senior Director and Director of Economics at Ofwat.
Before joining Ofwat, David worked as a Principal Consultant at Plum Consulting from 2010 to 2012, and as a Senior Managing Consultant at LECG from 2008 to 2010. David was also a Principal Consultant at Indepen and M-co for a brief period.
David has extensive experience in the public sector, having worked as a Senior Analyst at the New Zealand Treasury from 2003 to 2005 and as a Senior Economist at the New Zealand Commerce Commission in 2002. David also served as an Economic Advisor at Oftel and as an Assistant Economist at H M Treasury.
David's career began as an Analyst at the New Zealand Treasury in 1996, where they worked until 1999.
David Black earned a Masters of Management Studies (Distinction) in Economics from The University of Waikato, where they studied from 1990 to 1995.
