Mark Decker has extensive experience in water and wastewater management, currently serving as the Water and Wastewater Integrity Manager at Norwich Public Utilities since January 2011, where responsibilities include supervising water treatment and distribution operations, regional planning, and legislative representation. Prior to this role, Mark Decker was the Public Works Director for the Town of Colchester from April 1993 to January 2011, overseeing various public works operations. Early career includes positions as a Consulting Geotechnical Engineer at Haley & Aldrich from June 1987 to April 1993 and as a Project Engineer at ATEC Associates from May 1983 to May 1987, focusing on geotechnical engineering projects such as foundations and pavement design. Mark Decker holds a Master’s degree in Civil Engineering-Geotechnical from Purdue University and a Bachelor’s degree in Civil Engineering from Union College.
