John David Evans has a strong background in procurement and supply chain management. John David started their career in the United States Marine Corps as an Aviation Supply and Procurement Officer, managing a team of 140 personnel and overseeing the support of 84 aircraft. John David was responsible for managing assets worth millions of dollars, coordinating global shipments, and negotiating tariffs to achieve cost savings.
After leaving the military, Evans worked as a Sales Engineer for Nalco before joining National Oilwell Varco as a Supply Chain Manager. In this role, they partnered with engineering and production teams to develop business and technical solutions, managed contracts and budgets, and worked towards standardizing supply chain policies and procedures.
Evans then served as the Deputy Assistant Director of Procurement for the City of Houston, where they led a team and provided strategic guidance for construction, information technology, and consulting services. John David also managed complex procurement processes and facilitated communication between department leadership, stakeholders, and project teams.
Currently, Evans holds the position of Senior Director for Procurement Services and Business Diversity at the North Texas Tollway Authority. In this role, they are responsible for ensuring the efficiency and growth of procurement functionality in areas such as construction, information technology, and operations. John David focuses on total quality management, portfolio and project management, and business process improvement, with a goal of fostering a data-driven enterprise.
John David Evans completed their Bachelor's of Science in Biology from Clemson University from 1997 to 2000. In 2002 to 2003, they attended Naval Supply School and obtained a degree in Marine Corps Aviation Supply and Procurement. In 2015, they pursued further education in procurement planning and sourcing in the public sector from NIGP: The Institute for Public Procurement, obtaining CPPO certifications in both areas. Additionally, in 2006, they obtained certifications in Green Belt Six Sigma and Theory of Constraints Certification process evaluation from AGI - Goldratt Institute.
