Justin K. Willard is a Senior Project Analyst at Noblis ESI, providing Systems, Engineering, and Technical Assistance (SETA) support for the Department of Homeland Security since August 2021. Prior experience includes Project Manager at Northern Virginia Emergency Response System and roles as Management Analyst II at Aveshka, Inc. and GAP Solutions, Inc., where program activities were managed for the National Biodefense Science Board and the National Advisory Committee on Children and Disasters. Additional experience includes program support analyst positions at CoSolutions, Inc. and Abrams Learning and Information Systems, Inc., along with a research internship at the Centers for Disease Control and Prevention. Justin obtained a Master of Public Health in Biosecurity and Disaster Preparedness from Saint Louis University and a Bachelor of Arts in Psychology from Oglethorpe University.
