Rachel Morgan has a diverse work experience in the healthcare industry. rachel was the Head Nurse at Washington County Public Schools from 2017 to the present, overseeing a team of nurses and serving a student population of 7,000. Prior to that, they were the Health and Human Services Committee Director at NCSL since 2000. Additionally, they served as the Health Committee Director at the National Conference of State Legislatures, starting in 2000. From 1997 to 1999, they were the Director of Health Services at Dimensions Health Network, managing a network of physicians and hospitals in Prince George's County, Maryland.

Rachel Morgan obtained their nursing diploma from Fort Sanders Presbyterian Hospital in Knoxville, Tennessee from 1977 to 1980. Later on, they pursued further education and received a Bachelor of Science in Nursing (BSN) from Jacksonville State University, which they completed between 1986 and 1987.
