Noel Bouchard is a seasoned engineering professional with extensive experience in aerospace and defense industries. Currently serving as a Sr. Principal Engineer at Modern Technology Solutions, Inc., since December 2021, Noel provides support to AFWERX. Prior roles include RQ-21A Systems Engineering, Integration, and Test Lead at Insitu Inc., and Program Manager at Xcelsi Group LLC, where responsibilities encompassed leading engineering teams, project management, and applying systems engineering principles. Additional experience includes roles as a Flight Test Engineer at AeroTEC and a Senior Military Operations Analyst at Systems Planning and Analysis, Inc. Notably, Noel contributed two decades of service in the United States Air Force as a Navigator/Test Manager/Program Manager. Educational achievements include a BS in Physics & Mathematical Science from the United States Air Force Academy, a Master’s in Operations Research from Southern Methodist University, and completion of the USAF Test Pilot School. Noel also holds Level III certifications in Test & Evaluation and Program Management from the Defense Acquisition University.
