Jim Rowader currently serves as the Executive Director of the Minnesota Cannabis Expungement Board, overseeing its legislative efforts to address disparities in the criminal justice system. Rowader has a diverse background in both public service and corporate legal roles, including positions as City Attorney for Minneapolis and Vice President at Target, where management of labor and employment litigation was a primary focus. Rowader has also played a significant role in nonprofit organizations, holding positions such as Treasurer for the Minnesota Justice Research Center and serving on various boards, including the ACLU of Minnesota and the Hispanic National Bar Association’s Legal Education Fund. Rowader earned a J.D. from the University of Michigan Law School and a BA from the University of Illinois Urbana-Champaign.
