Carmen Raal is an experienced professional in the field of digital transformation and cybersecurity, currently serving as the International Cyber Security Cooperation Adviser at the Ministry of Economic Affairs and Communications of Estonia since July 2024. Previously, Carmen worked as a Digital Transformation Adviser at e-Estonia from January 2022 to June 2024, where insights into Estonia's advanced digital public services were explored and shared. Earlier experience includes working as a Caseworker at the Estonian Unemployment Insurance Fund from 2020 to December 2021, focusing on supporting unemployed youth in their job search and education efforts. Carmen holds a Master's degree in Public Administration and Innovation from TalTech and dual Bachelor's degrees in Political Science and Government from Tallinn University and Lingnan University.
