Jonathan Brooks

Deputy VP, Europe, Asia, Pacific, & Latin America at Millennium Challenge Corporation

As Deputy Vice President for Compact Operations, Jonathan Brooks is responsible for overseeing the agency’s portfolio of compact programs as well as technical and regional divisions.

In this position, Mr. Brooks provides oversight and guidance for the development and implementation of multi-million dollar capital investments and policy reforms to ensure achievement of program objectives and adherence to MCC principles of partnership, focus on results and policy improvement. This includes the management of high-level negotiations with foreign governments as well as national and international stakeholders during the development and implementation of MCC’s signature five-year investment programs. In his role, Mr. Brooks collaborates closely with technical divisions in MCC to ensure that compact implementation meets MCC’s quality standards for procurement, financial management, environmental and social impact, as well as monitoring and evaluation. As Deputy Vice President, he helps oversee a portfolio that includes countries across the globe including El Salvador, Indonesia, Kosovo, Mongolia, Nepal, and Timor Leste.

Mr. Brooks has served in different leadership positions at MCC. He also served overseas as MCC resident country director in Honduras, where he was responsible for providing MCC oversight of the implementation of the $215 million program which focused on transportation infrastructure and development of high-value agriculture.

Mr. Brooks has worked in international development through various positions with Crown Agents and as part of the executive team at Devex. He has experience in corporate strategy and human resource management at Corporate Executive Board and has extensive experience in Latin America. He is a native Spanish speaker and is fluent in Portuguese. He holds a degree in international affairs from Georgetown University.
