Penney Rector is a seasoned legal and human resources professional with extensive experience in educational institutions and government. Currently serving as a Partner at Mickes O'Toole, LLC since January 2022, Penney has previously held roles such as Chief Human Resources Officer for Springfield Missouri Public Schools from July 2017 to February 2022, and In-House Counsel & HR at Jefferson City Public Schools from July 2011 to June 2017. Additional experience includes serving as Legal Counsel for the Missouri Council of School Administrators from August 2002 to September 2011 and as Assistant Attorney General in the Missouri Office of the Attorney General from August 1993 to September 2002. Penney holds a Doctor of Law (JD) from the University of Missouri-Kansas City, obtained in 1993, and a Bachelor's degree in English Language and Literature from Lyon College, earned in 1988.
