David Buckner, PE, is an accomplished engineering professional specializing in environmental engineering and Cured-in-Place Pipe (CIPP) design and testing. Currently serving as the Owner of CIPP Liner Design Services, LLC since October 2023, Buckner provides professional design services utilizing ASTM and ASCE methodologies. Buckner has extensive experience as the Environmental Engineer and Manager of a CIPP Mechanical Testing Laboratory at Mi-Tech Services, Inc., overseeing various ASTM testing methods and ensuring laboratory accreditation. Previous roles include environmental engineering positions at Central Wisconsin Engineers, CQM, Inc., and URS Corporation, with expertise in landfill design, construction quality management, and document controls. Buckner holds a Bachelor of Science degree in Engineering with a focus on Geotechnical and Environmental studies from the University of Wisconsin-Milwaukee.
