Josephine Fagan

Content Design Profession Lead (HMRC) at Mercator Digital

Josephine Fagan has over 15 years of experience in content design and service design. Josephine has worked in various roles with different organizations.

In 2006, Josephine founded Little Bird Media, where they served as a Founder and Experience Designer. Josephine then moved on to work as a Specialist Editorial Panel Member at The General Teaching Council for England, providing high-level content and editorial support in education policy.

In 2010, Josephine joined Deutsche Eco AG as an English Language Content and Service Designer. Josephine worked in this role for five years before transitioning to a new role as Head of Content at green ideal.

Josephine also worked at Montagu Evans as a Content and Service Designer for a brief period in 2012.

In 2014, they joined e-skills UK as a Content Design Lead for a mentoring project. Concurrently, they served as Head of Content at green ideal.

From 2016 to 2018, Josephine worked at HM Revenue & Customs as an Interim Design Lead/Senior Content Designer, managing and implementing content strategy for Making Tax Digital, a major digital transformation project. Josephine also worked as a Service Designer Interactive Guidance during this time.

In 2017, Josephine joined Mercator Digital as the Content Design Profession Lead, advocating for user-centric content strategies across HMRC's digital services. Josephine later became the Head of Content and Service Design in 2021.

Josephine worked at HM Courts & Tribunals Service as a Senior Content and Service Designer and Accessibility Lead from 2019 to 2020.

Currently, Josephine is working at HM Revenue & Customs as a Content Design Strategist for the GOV.UK Accessibility and Digital Transformation Project. Josephine leads the implementation of an accessibility strategy and digital transformation of HMRC's services and GOV.UK content.

Josephine Fagan's education history includes studying English Language and Literature at King's College London. Josephine also enrolled in courses in German Language and Literature at the Goethe-Institut Berlin. Additionally, they obtained a Post Graduate Diploma in Journalism from The London School of Journalism. Lastly, they pursued studies in photography at the University of the Arts London.
