Paul Mulligan, Esq. serves as the Senior Manager of Quality Control at MassHousing since December 2014, where responsibilities include formulating operations policies and managing the Quality Control Plan for the HomeOwnership business line. Previously, Paul Mulligan worked as Compliance Counsel at Orlans Moran, PLLC from March 2009 to November 2014, providing legal advice on various federal and state regulations, and conducting foreclosure work while appearing in multiple court types across Massachusetts and New Hampshire. Prior to that, Paul Mulligan practiced as a sole practitioner specializing in real estate, title, and collection matters from October 1999 to February 2009. Paul Mulligan holds a J.D. from Suffolk University Law School and a B.A. in English, Secondary Education from the University of Massachusetts Amherst.
