Phil Adams, MPA, currently serves as a Senior Budget Analyst at the National Oceanic and Atmospheric Administration (NOAA) since April 2016, where responsibilities include analyzing budget operations and leading the National Weather Service through the federal budget formulation process. Previously, Phil held roles as a Budget Analyst for the National Environmental Satellite, Data, and Information Service, and a Management Analyst at the National Institute of Mental Health, focusing on budget impact analysis and personnel guidance. Additional experience includes serving as an Administrative Officer at the National Cancer Institute and an Administrative Technician at the National Institutes of Health. Phil also coaches travel soccer for Loudoun Soccer and holds a Master's degree in Public Administration from American University, along with an Executive Certificate in Leadership and Management from the University of Notre Dame and a Bachelor's degree in Management from George Mason University.
