Frank L. is the Founder and CEO of LDC, Inc., a firm specializing in civil engineering, land surveying, structural engineering, land use planning, GIS mapping, and bank consultation since April 2003. In addition to this role, Frank L. serves as the President of the National Minority Business Advisory Council (MBAC), which aims to empower Minority Business Enterprises through education and advocacy for equitable public contracting. Frank L. also held the position of State Commissioner for Economic Development on the Washington State Commission on Hispanic Affairs from March 2013 to June 2017, appointed by the Governor. Educational credentials include an MBE Executive Education from The Tuck School of Business at Dartmouth, an Executive Program from UW Foster School of Business, and an Associate degree in Architectural Design and Project Management.
