As Vice President of Business Development for KMEA, Phil Rosenberg is responsible for leading and managing the company’s pursuit of federal business opportunities, including the United States Department of Defense. Phil brings to KMEA a working knowledge and understanding of the federal procurement process, including Federal Acquisition Regulations, and United States Small Business Administration regulations and requirements.
Phil’s professional experience of over 35 years includes technical roles in two municipalities and both small and large architectural and engineering consulting firms. He has also functioned as director of business development and federal programs manager at an Alaskan-native village-owned corporation and United States Small Business Administration approved 8(a) businesses. Phil has worked for architectural and engineering firms as a project and program manager in numerous projects including environmental, geotechnical, and groundwater studies; environmental impact studies; wastewater design and modeling; and complex freeway interchange engineering design projects. He has extensive testimony experience as an expert witness for matters related to engineering geology, hydrogeology, and environmental issues.
Phil has a Bachelor of Science degree in Geological Sciences from Bradley University and holds professional licenses as a professional geologist, certified engineering geologist, and certified hydrogeologist in the state of California as well as licenses in Arizona, Missouri, Oregon, and Wyoming. Phil is an invested fellow and a life member of the Society of American Military Engineers and past president of its San Diego, California, Post. He has also served as the president of the San Diego Association of Geologists and has published two field guides including “Geology and Natural History of Camp Pendleton,” a widely referenced guidebook.
