Mark Carper is an experienced professional in urban and regional planning, currently serving as an Associate Planner for Kent County Government since July 2021. Previous roles include Special Projects Coordinator and AmeriCorps VISTA Leader at the Knoxville - Knox County Community Action Committee, where responsibilities involved program coordination, member recruitment, and training. Mark has also held positions as a Planner for Sullivan County Government and Data Analyst for the City of Cincinnati, alongside academic roles as an Assistant Professor at both Northeastern State University and the University of Alaska Anchorage. Mark holds a Master's degree in City/Urban, Community and Regional Planning from the University of Cincinnati and a PhD in Geography from the University of Kansas.
