Maulen Otebalin serves as the Deputy Director of ТОО Karabatan Utility Solutions since June 2024 and has held the position of Chief of Labor Organization and Payment Service at KazTransOil since March 2015. Otebalin possesses a Bachelor's degree in Finance from Zhangir Khan University, obtained between 2013 and 2015, and a Bachelor's degree in Jurisprudence from Kazakh State Law University, completed in 2004.
