Rafael Torres is an accomplished Project Manager with extensive experience in managing large-scale construction and wastewater treatment projects. Currently working at J.F. Shea Co., Inc. since January 2021, Rafael has overseen projects such as the $43M MSWD Wastewater Treatment Facility and the $2M Aeration Membrane Replacement at IEUA. Prior to this, Rafael spent over two decades at Kiewit, where notable projects included the $500M San Fernando Groundwater Basin Remediation and various water treatment facilities and infrastructure upgrades totaling hundreds of millions in budget. Rafael holds a Bachelor of Science in Engineering Technology with a focus on Construction from California State Polytechnic University-Pomona.
