Noel Roa Eballe has extensive experience in the field of justice and law enforcement. Noel began their career as a Court Attorney at the Court of Appeals of the Philippines in August 2006, where they served until August 2013. In 2013, they joined the International Justice Mission, initially working as a Counsel for Legal Interventions until August 2015. Noel then took on the role of Government Relations and Advocacy Manager until March 2019. Following this, they served as the Sr. Lead for Policy and Advocacy for Law Enforcement Development until March 2023. Currently, they hold the position of Director of National Investigations and Law Enforcement Development at the International Justice Mission.

Noel Roa Eballe holds a Bachelor of Laws (LLB) degree from the University of Santo Tomas and a Bachelor of Arts (BA) degree in Philosophy from the University of the Philippines.
