Frank Garcia IV serves as the Executive Director of the Immigration Counseling Service since August 2019 and has been the Business Owner of Garcia & Associates LLC since November 2001. With over 20 years in public policy and advocacy, including a tenure as Chief Diversity Officer for the Governor and the State of Oregon, Mr. Garcia's firm collaborates with various sectors to enhance competitive advantages in a diversifying global marketplace. Past roles include Sr. Policy Advisor & Director of Diversity & Inclusion for the Office of the Governor, Director of Diversity & Inclusion at the Oregon State Bar, and Executive Manager for the Help America Vote Act. Mr. Garcia holds a Master of Arts in Higher Education Administration from New York University and a Bachelor of Arts in Sociology from Portland State University.
