Mark Youman is a seasoned professional with extensive experience in program management and business development within the government sector. Serving as Senior Vice President at ICF since October 2004, Mark Youman leads the Program Management Office for Governmentwide Acquisition Contracts, overseeing business development efforts and service offerings across multiple contract vehicles. Prior roles include Vice President and Principal at CGI and Senior Principal at AMS, where Mark Youman focused on government transformation and performance measurement. Additional experience includes positions at Columbia/HCA Healthcare and the Texas Guaranteed Student Loan Corporation, and an early career role as Assistant Director of Admissions at St. Edwards University. Mark Youman holds an MBA in Information Technology from Texas McCombs School of Business, a Master of Public Affairs from The LBJ School of Public Affairs, and a B.A. in Spanish and Fine Arts from Vanderbilt University.
