As General Counsel, Mr. Balac is responsible for corporate governance and will lead the legal department in advising the executives, directors, managers and employees so that they may advance the organization’s business goals and activities while managing risk. Joseph will also develop and ensure compliance with corporate policies and procedures; manage claims and litigation; support Human Capital with employee related issues; provide training and assist with collections. As the Director of Contracts, Mr. Balac and his team will review solicitations and contracts, negotiate favorable contract terms, support the bid & proposal process, and take action to ensure that contract terms and conditions are met. As Director of Risk Management, Mr. Balac will review all of the company’s lines of business to understand and quantify risks, ensure the company maintains adequate levels of property/casualty insurance to address such risks, and manage and resolve all insured claims.
Joseph brings more than 30 years of experience as corporate counsel, contracts manager and risk manager to large and small government contractors, both public and private. He has negotiated contracts for world-wide construction projects, performed due diligence for billion dollar acquisitions, participated in the writing of Federal regulations, conducted board meetings, pursued new lines of business and developed training programs. In his time at Fulcrum IT Services, Inc., Mr. Balac was a member of the board of directors and the executive management team responsible for strategic planning, budgeting and execution. As in-house counsel he significantly reduced outside legal costs; took the lead on all merger and acquisition activities; and wrote, implemented and ensured compliance with corporate and department policies and procedures. As the Risk Manager for ICF International and DynCorp, he handled all aspects of managing significant purchased and self-insured insurance programs with budgets approaching $30 million.
Mr. Balac earned his juris doctorate from the Marshall-Wythe School of Law at the College of William & Mary, a Bachelor of Science with honors in Business Administration from Virginia Commonwealth University, and an Associate in Risk Management from the Insurance Institute of America. He is a member of the Virginia and Maryland Bars and is admitted to the U.S. Court of Appeals for the Fourth Circuit.
