Carrie Hackenberger

Carrie Hackenberger is the current Principal at Husch Blackwell Strategies. Before that, they were the Associate Director at API - American Petroleum Institute from September 2016 to January 2022. In that role, they led Colorado’s oil and gas industry through regulatory proceedings and the legislative process, including facilitating stakeholder processes and completing in-depth policy and regulatory analyses.

Hackenberger has a long history of working in policy and government relations. Carrie has a deep understanding of the inner workings of state government, having worked closely with state elected and appointed officials, along with state agencies. Carrie has also maintained strong working relationships within the Colorado Energy Office, Air Quality Control Commission, Regional Air Quality Council, among other relevant agencies. In their role at API, Hackenberger led a team of lobbying consultants and routinely shaped and influenced policies pertaining to the natural gas and oil industry.

Hackenberger is an expert in preparing and presenting testimony, presentations, talking points and fact sheets for public events, legislative and regulatory hearings, and community engagements. Carrie has also provided strategic guidance and analysis for industry operations and activity across the state on issues such as GHG Emissions, Climate Change, Development Setbacks, and Severance Taxes. In addition to their policy work, Hackenberger also managed key contracts in order to further API-Colorado’s mission.

Hackenberger has drafted and executed public policy, political campaigns, and external affairs strategies on behalf of Colorado’s oil and natural gas industry, including mobilizing grass tops and grass roots leaders. Carrie has also overseen internal and external communications and media strategies, including television, print, digital and social media. Hackenberger has worked with and educated business coalitions and communities on industry issues, as well as managed member relations and facilitated member engagement. Finally, they have executed daily operations of the Colorado office, including managing a budget over $1.1 million.

Carrie Hackenberger has a Master of Business Administration (MBA) and a Master of Science (MS) in Global Energy Management from the University of Colorado Denver. Carrie also has a Bachelor of Science (BS) in Business Administration with a concentration in Computer Information Systems from Colorado State University.

They work with Amanda Kepler - Principal, Jennie Willis - Principal, and Lisa LaBriola - Principal. Their manager is Micki Hackenberger, Managing Principal.
