Karen Westbrook is a Policy Analyst at the Human Services Research Institute. Karen previously worked at the Idaho Department of Health and Welfare in various roles related to Medicaid policy. Karen also has experience in legal roles at Micron Technology and Sidley Austin LLP. Karen holds a Master of Laws in U.S. Health Law and Policy from the University of Washington School of Law and a Doctor of Law from the University of Oregon School of Law.
