Russ Hover is an experienced Contract Project Engineer with a background in managing various construction projects for the US Army Corps of Engineers. Since May 2016, Russ has overseen contracts at Fort Bliss Military Cantonment, ensuring the construction, renovation, and maintenance of base facilities. Previous experience includes serving as a Project Engineer for Parsons and Jacobs Engineering, where responsibilities involved projects related to military facilities and the Base Realignment and Closure (BRAC) program. Additionally, Russ worked as a Contract Quality Assurance Representative for Cosmos Technologies and held senior roles at The Chester Engineers, overseeing wastewater treatment facility projects. Russ holds a Bachelor of Science in Civil Engineering from the University of Southern California, earned between 1972 and 1977.
