Elvira Garcia has over a decade of experience in asset management and administrative roles at the Housing Authority of the City of Los Angeles (HACLA), serving as Asset Management Project Manager since April 2015 and previously as Administrative Analyst II from 2008 to 2013. Elvira holds a Bachelor of Business Administration in Accounting and Business/Management from the University of Puerto Rico-Ponce, earned between 1997 and 2002.
