Stephenie Horton is an accomplished professional with extensive experience in housing policy and management. Currently serving as the Senior Vice President of Fair Housing at the Housing Authority of Baltimore City since September 2021, Horton also operates as an Independent Policy Consultant through Stephenie D Horton Consulting, focusing on regulatory compliance and organizational improvements since October 2014. Previously, Horton held the position of Chief Operating Officer at the Richmond Redevelopment and Housing Authority, managing substantial budgets for various housing programs and facilitating agreements with resident councils. Additionally, Horton served as Director of Compliance at the Chicago Housing Authority for over 14 years, where responsibilities included drafting procedural manuals and non-dwelling leases. Horton holds a Juris Doctor degree from DePaul University College of Law and a Bachelor of Science in Urban and Regional Studies from Cornell University.
