Rachel Arbour has a diverse work experience in the field of pensions and policy development. Rachel worked at HOOPP (Healthcare of Ontario Pension Plan), starting as an Assistant Vice President of Plan Services from July 2015 to August 2019. Rachel then progressed to become the Vice President of Plan and Policy Development from August 2019 to March 2023. Currently, they hold the position of Head of Plan Benefits, Design, and Policy at HOOPP. Prior to their tenure at HOOPP, Rachel worked as a Lawyer at Hicks Morley from May 2002 to June 2015. Rachel also worked as a Sessional Instructor at Queen's University from September 2009 to December 2010, teaching Pensions and the Law in the Faculty of Law.
Rachel Arbour completed their education with an LL.B. degree from the University of Windsor between 1999 and 2002. Prior to that, they pursued a Hon. B.A. degree in Political Science and Peace & Conflict Studies from the University of Toronto - University College from 1994 to 1999.
