J. Kelly Henshaw, PE, is a professional civil engineer with extensive experience in managing highway design projects for TDOT. Prior to their current role, J. Kelly served as a Civil Engineering Manager at the State of Tennessee Department of Transportation for over 30 years. Henshaw holds a Bachelor of Science in Civil Engineering from the University of Tennessee, Knoxville.
