James Milligan is an accomplished professional with extensive experience in technology and workforce development. Currently serving as an Enterprise Representative on the National Skills Council Ireland since July 2024, James engages with industry and social partners to advise the Irish Government on skills policy. As the Global Head of Emposo since July 2018, James is responsible for strategic objectives in digital transformation. James has held various leadership roles at Hays since April 2000, including Global Head of Technology, Engineering & Contracting, and Global Head of Technology Solutions, focusing on operational excellence and expertise in growing domains. Additionally, James serves as Director of Teen-Turn, empowering teen girls through hands-on technology experience. James holds a BA Hons in International Relations from the University of Staffordshire.
