Kevin Fuller

Deputy Director of Recovery at Hagerty Consulting

Mr. Kevin Fuller, Deputy Director of Recovery, is an experienced emergency management professional with more than 15 years of experience. Since beginning his career in Louisiana following Hurricane Katrina, Kevin has demonstrated his expertise in multiple facets of disaster recovery, particularly an analytical and detail-oriented skillset with a focus on project management, policy knowledge, and financial analysis.

Supporting Hagerty clients for nearly a decade, Kevin assists numerous federal, state, and local governmental entities, as well as private non-profit organizations nationwide as they navigate the complexities of post-disaster recovery. Following Hurricane Sandy in New York City, Kevin assisted in the initial development of $450 million in Federal Emergency Management Agency (FEMA) 404 Hazard Mitigation Grant Program (HMGP) applications before becoming a member of the project management team for the overall recovery effort. As a member of the team, Kevin monitored citywide recovery progress to identify trends and issues to prioritize either internally or with FEMA. Throughout his career, Kevin has helped clients secure and obligate over $1 billion in FEMA funding. Kevin has also helped clients navigate multiple major disaster declarations at once. He has expertise in utilizing FEMA Public Assistance (PA) programs to maximize the recovery funding they are entitled to. For example, after Hurricane Matthew, Kevin helped a client increase reimbursement on their damaged fishing pier from a $60,000 repair to a $10 million full replacement pier with mitigation elements incorporated. More recently, Kevin has supported hospitals in the development of innovative methodologies to secure federal funding to help them offset with the financial disruptions caused by the COVID-19 pandemic.

Kevin holds a Master of Business Administration from Alliance Manchester Business School in the United Kingdom, as well as a Bachelor of Business Administration in Finance from Georgetown University. He lives in the Washington, DC area with his wife and young daughter. Outside of work, Kevin enjoys exploring museums and being continually frustrated by the state of the Georgetown men’s basketball program.
