Flounsay R. Caver

Chief Operating Officer at Greater Cleveland RTA

Flounsay R. Caver, PhD has extensive work experience in the transportation industry, particularly in urban transit agencies. Flounsay R. has held various leadership positions in the Greater Cleveland RTA, starting as the Assistant Budget Director/Budget Manager in 2006. In this role, they managed the development and execution of the operating budget and created the management by data strategy known as TransitStat. From 2010 to 2013, they served as the Director of Service Quality, overseeing the supervision and delivery of bus and rail operations. Flounsay R. then became the District Director responsible for the performance of the Authority's largest district, leading 600 employees in providing transportation services to Cleveland's east side. Subsequently, they served as the Chief Operating Officer twice, from 2017 to 2018 and again from 2019 to the present. In these roles, they have been responsible for all operating functions of the agency, including bus, rail, BRT, paratransit services, transit police, service planning, vehicle and facility maintenance, supply chain management, intelligent transportation systems, power and way, fleet management, and vehicle engineering. Throughout their tenure at GCRTA, they have been instrumental in managing teams of dedicated transit professionals.

In addition to their work at GCRTA, Dr. Caver has also served as an Adjunct Professor at Ohio University since 2010 and at Cleveland State University from 2015 to 2017.

Flounsay R. Caver, PhD, has a diverse education history. In 1994, they attended Fisk University, although no degree or field of study is specified. From 1995 to 1998, they pursued a Bachelor of Arts degree in Accounting and Business/Management at Hiram College. Following this, from 1998 to 2000, they attended Cleveland State University where they obtained a Master of Public Administration (MPA) degree with a specialization in City Management. Continuing their educational journey, Flounsay earned a Doctor of Philosophy (PhD) degree in Public Affairs from The University of Texas at Dallas between 2002 and 2005. In 2007, they obtained a Certificate in Operational Excellence from the Weatherhead School of Management at Case Western Reserve University.
