Manuel A. Ulloa, MPA, has extensive experience in the mental health and disability services field, currently serving as Incident Manager & Investigator at Gateway Counseling Center, Inc. since September 2013. In this role, Manuel strategically directs compliance initiatives, develops regulatory-aligned policies, and manages incident investigations to ensure safety and adherence to standards. Previously, as a Habilitation Specialist, Manuel supported individuals with Intellectual & Developmental Disabilities (IDD) through case management and collaboration with interdisciplinary teams to achieve their goals. Prior to Gateway Counseling Center, Manuel worked as an Administrative Assistant at Kou, Law, Cohen & Hu LLC. Manuel holds a Master’s degree in Public Administration with a focus on Management & Operations from John Jay College (CUNY) and a Bachelor’s degree in Philosophy and Sociology from Queens College. Additionally, Manuel earned a Certificate in Product Management from General Assembly.
