Richard Barnes has worked in a variety of roles since 2000. In 2000, they began working as a Research Fellow at the International Rural Development Department at the University of Reading. In 2003, they became self-employed as a Consultant. From 2005 to 2014, they worked as a Transport Policy Officer at Stockport Council, where they developed highway asset management systems and strategies, and provided advice on strategic context, pavement engineering considerations, data requirements, and project risks. In 2014, they began working as an Infrastructure Investment Analyst at Gaist Solutions Limited, where they developed deterioration and investment models, including conceptual design, statistical modelling, and risk appraisal.
Richard Barnes completed a Master of Science (MSc) in Transport Engineering and Planning from The University of Salford between 2008 and 2013. Richard also obtained a Master of Science (MSc) in Management and Implementation of Development Projects from The University of Manchester between 1999 and 2000.
