Cindy Liu is a highly experienced Senior Geotechnical Engineer with a career spanning over 16 years at FDH Infrastructure Services and more than 4 years at CATLIN Engineers and Scientists. Cindy holds a Doctor of Philosophy (Ph.D.) in Civil Engineering from the University of Kentucky, earned between 2000 and 2005, as well as a Bachelor of Science (BS) in Civil Engineering from Harbin Institute of Technology, obtained from 1989 to 1993.
