Stephen Matthews is an experienced Operations Manager currently working at Eurovia UK since July 2023. Previously, Stephen held the position of Operations Manager for Balfour Beatty Investments from October 2017 to July 2023, overseeing six PFI street lighting concessions as the MSA provider, ensuring effective monitoring and reporting. Prior to this, Stephen served as Senior Highway Contract Engineer at Northamptonshire County Council, focusing on contract monitoring for various projects, including the Highways Services Contract and the Street Lighting PFI, and earlier as a Highways Assistant Engineer providing technical input on maintenance and asset management. Stephen holds a Higher National Certificate in Civil Engineering from Coventry University and a National Certificate in Civil Engineering from City College Coventry, complemented by foundational education at Sir Christopher Hatton.
