Shelby Butler has extensive work experience in the field of disability advocacy and public policy. Shelby most recently served as the Director of IL Services and Public Policy at empower: abilities. Prior to that, they worked as a Community Outreach Coordinator at the same organization. Previously, Shelby worked at the Southwest Center for Independent Living as an Access Coordinator for eight years. Shelby also had earlier roles at empower: abilities as a Public Policy Advocate and Access Specialist.

Shelby Butler earned a Bachelor of Science degree in Sociology with a Minor in Gender Studies from Missouri State University between 1996 and 1999.
