Cynthia Swinney has held various leadership roles throughout their career, starting as a naval officer in 1998. Cynthia went on to work as a company officer at the United States Naval Academy and as a maritime operations director/battle watch captain at USCENTCOM. Swinney also worked as a strategic planner at U.S. European Command and as a telework program manager/pilot programs/manpower analysis officer at the Office of the Chief of Naval Operations (OPNAV). Swinney directed Navy Recruiting Operations at Navy Recruiting Command before becoming the senior director of financial business operations at Texas Tech University Health Sciences Center El Paso. Cynthia later served as director of finance at ADP before becoming a program manager/principal advisor at Echo Five Group and, eventually, the chief financial officer. Throughout their career, Swinney has focused on leadership, management, and budgeting, among other things.
Cynthia Swinney earned a Bachelor of Science degree in Aviation Technology from Purdue University in the years 1992-1996. Cynthia later attended the Naval Postgraduate School from 2005-2006, where they obtained a Master of Science degree in Leadership and Human Resource Development. In addition to their degrees, Swinney also obtained several certifications including the Project Management Professional (PMP) Certificate from Villanova University in December 2020, Lean Six Sigma Black Belt (ICBB) from Villanova University in May 2019, SHRM Certified Professional (SHRM-CP) from SHRM in December 2015, Project Management Professional (PMP) from Project Management Institute in April 2022, and Professional in Human Resources (PHR) from HRCI in December 2011.
