Willard Smoot possesses extensive experience in both public safety management and military leadership. Currently serving as the Manager of Public Safety at Downtown Dallas, Inc. since March 2020, Willard previously held various leadership roles, including Branch Manager at Xylem Inc. from March 2017 to August 2019 and Branch Manager at Thompson Pump from September 2014 to July 2016. Willard's military career spanned three decades in the US Army, culminating in roles such as Provost Marshal Sergeant Major, Command Sergeant Major, Battalion Operations Sergeant Major, and First Sergeant, demonstrating a strong foundation in operations and leadership. Willard is an alumnus of the University of Maryland.
