Shirley Anne Off is an accomplished communications leader with extensive experience across various government departments and organizations. Currently serving as Director General of Communications at the Department of Justice Canada since September 2016, Shirley oversees a dynamic team focused on strategic and digital communications, media relations, and stakeholder engagement. Prior roles include Acting Director General and Associate Director General of Communications at Indigenous and Northern Affairs Canada, where Shirley contributed to communications on Aboriginal self-government and land claims. Additionally, Shirley has directed educational programs at Planned Parenthood Ottawa and served in marketing and communications roles in arts and academic institutions. Shirley holds a Master of Arts in Communication and Media Studies from Carleton University, along with a Bachelor of Arts from the University of Waterloo and a Bachelor of Education from the University of Ottawa.
